The FA referred Arsenal to the Professional Game Board for allegedly breaching rule 192, which requires compliance with rule 191. Rule 191 grants away clubs the right to claim up to 15% of tickets (maximum 9,000) under specified conditions. Arsenal reportedly allocated only 8,000 tickets to visiting fans, citing safety grounds, and the PGB found that decision to be in breach.
