The standard limit is 13 pitchers until September 1, when it increases to 14. Ohtani, as a two-way player, does not count against this limit, allowing the Dodgers an advantage. Counsell questions the rationale behind the rule, suggesting it favors offense and creates an uneven playing field for teams. Ohtani is the only player currently meeting the two-way criteria established in 2020.
