"At issue, according to Levine's office, is not the Comptroller's registration process but the earlier review by DOT and MOCS. The Comptroller's Office said it is the only part of the process subject to a fixed legal timeline, requiring contracts to be registered within 30 calendar days. The office said it has registered outdoor dining permits in an average of eight calendar days."
City Comptroller Mark Levine is launching an investigation into the outdoor dining permit process and requesting records from the Department of Transportation and the Mayor’s Office of Contract Services. The request covers the revocable consent approval process, including application timelines, staffing levels, counts of pending and completed applications, and planned steps to speed reviews. Restaurants face delays as hundreds of applications move through a multi-agency review system ahead of summer. Levine’s office reports DOT has submitted 1,225 permit applications to the Comptroller’s Office, while DOT previously estimated 2,390 applications in its pipeline. The Comptroller’s Office states it is the only part with a fixed legal timeline, registering contracts within 30 calendar days, and reports an average registration time of eight calendar days.
