The UK Competition and Markets Authority will begin a strategic market status investigation into Microsoft’s business software ecosystem. The inquiry will assess whether bundling Windows, Word, Excel, Teams, Copilot, and related Office products is uncompetitive. The CMA will examine how these markets are developing, Microsoft’s position, and whether targeted action is needed to support choice, innovation, and competitive prices for UK organizations. The investigation will also review Microsoft’s cloud licensing practices. The process is expected to conclude by February, when Microsoft could receive a strategic market designation. Microsoft stated it is committed to working with the CMA to facilitate the review. A strategic market designation does not automatically imply wrongdoing but can increase the CMA’s ability to intervene.
