Westminster has been identified as the rough sleeping capital of England, with August estimates revealing 388 individuals facing homelessness in the area, up 40% from the previous year. Overall, London saw a 16% increase in rough sleeping, totaling 1,138 people. This marks the third consecutive year of rising numbers, attributed to failures in the welfare system, housing shortages, and inadequate support services. Leaders argue that emergency funding is not enough without strategic, long-term approaches to address the root causes of homelessness.
Rick Henderson, chief executive of Homeless Link, stated, "It is beyond devastating and shameful that our society has allowed thousands upon thousands of people to face the trauma of sleeping rough across this country."
