However that AutoPay account which would also have covered her for the Blackwall and Silvertown tunnel tolls had been deactivated a couple of years ago, probably on the expiry of the bank card to which it was linked."

It's hammering Outer London, and needs to be rethought. Hall said her case was an example of how ordinary Londoners are being tripped up by a system designed to punish, not to help."
Ms Hall attempted to pay a £4 peak Blackwall tunnel toll by activating an AutoPay account on the Transport for London website but was unaware AutoPay cannot be used retrospectively. A £180 penalty charge notice arrived, which she paid at the £90 reduced rate available within a fortnight. She had previously held an AutoPay account that covered congestion and tunnel tolls, but it was deactivated a couple of years earlier, likely when the linked bank card expired. Since April drivers have paid up to £4 per Silvertown and Blackwall crossing, generating about £100m a year to repay the PFI-built Silvertown tunnel. Ms Hall characterized the system as confusing and harmful to Outer London.
