The investigations known as Child Safeguarding Practice Reviews were ordered after serious incidents involving children who were sexually and criminally exploited. They all tell a similar story of vulnerable youngster, often in care, let down by the authorities there to protect them."
The Stratford Centre became a nightly gathering place for teenagers and a shelter for homeless people, and it was used by grooming gangs to target vulnerable young people. Grooming gangs operate across London and exploit failures in coordination between boroughs and shortcomings in policing and child‑protection systems. Independent reviews and reports from social workers, charities, experts and survivors show young girls, often in care, are being groomed and sexually and criminally exploited by groups of men. In 2017 Stratford detectives arrested six men and issued nine Child Abduction Warning Notices, but cases of exploitation continue and progress appears stalled.
