"Gillian Ford, deputy leader of Havering Council, expressed disappointment over the landowner's refusal, stating, 'We put forward a practical, temporary solution to help contain the fires this summer and give them time to develop a permanent, long-term solution.'"
"O'Donovan stated that he was not responsible for the waste dumping and was not invited to the council meeting where the CPC action was agreed, emphasizing the need for a lawful basis for the proposed works."
The owner of an illegal landfill site in east London has refused permission for the local council to implement a temporary solution to address ongoing fires. The council proposed using a cement polymer covering to contain hotspots at the site, known as the Rainham Volcano. The landowner, Jerry O'Donovan, claims the council has not provided necessary legal or technical evidence for the work. Despite expressing willingness to cooperate, O'Donovan insists that proper planning permission is required. The council plans to pursue legal action to resolve the issue.
