Named and shamed: the London boroughs where not a single affordable home is being built
"The London boroughs where no affordable homes are being built can be revealed. These boroughs were: the City of London, Hackney, Lambeth, Merton and Richmond. In addition, in a further 12 boroughs, the number started did not even reach double figures. These were: Barking and Dagenham, Bexley, Brent, Croydon, Enfield, Haringey, Hounslow, Islington, Kensington and Chelsea, Kingston, Wandsworth and Westminster."
"Only 892 affordable homes were started in the capital between July and September. When added to the 347 started between April and June, it means that work has begun on just 1,239 affordable homes in the first half of 2025/26. This puts Sir Sadiq on course for the second lowest annual total of starts since he became mayor in 2016."
Five London boroughs — City of London, Hackney, Lambeth, Merton and Richmond — recorded no affordable housing starts between April and September. A further 12 boroughs recorded fewer than ten starts each, including Barking and Dagenham, Bexley, Brent, Croydon, Enfield, Haringey, Hounslow, Islington, Kensington and Chelsea, Kingston, Wandsworth and Westminster. Only 892 affordable homes were started between July and September, and 347 between April and June, totaling 1,239 starts in the first half of 2025/26. Greater London Authority figures show 2,904 affordable completions in the same period, 730 council homes started and 1,032 completed. The mayor has been granted powers to lower developer affordable requirements from 35% to 20% until 2028.
