Harrow Council has made permanent its free parking scheme, offering one hour of complimentary parking in 13 council car parks and all on-street pay and display bays across the borough. Introduced in 2022 to increase footfall and encourage local shopping, the scheme was expanded to include all council car parks in 2023, except West House car park in Pinner which offers 30 minutes free. The council approved the permanent measure in its February 26 budget. Originally projected to cost approximately £1 million annually in lost revenue, the scheme has proven effective in driving footfall. Harrow's offering is recognized as London's most generous free parking allowance, significantly exceeding limited free parking options in other boroughs like Barnet, Southwark, and Tower Hamlets.
