Transport for London will regulate pedicab drivers and operators with mandatory vehicle and driver licences, English language requirements, a safety test, and a driving theory test certificate. The measures aim to improve passenger safety, limit inflated fares, and reduce noise and anti-social behaviour. A maximum base fare of 5 will apply, plus 1 per minute for the first passenger and 3 per minute for each additional passenger. Driver and vehicle licence fees are proposed at 114 and 100 respectively, each valid for one year. Driver licences and maximum journey fares take effect from 30 October; vehicle licences follow in early 2027.
