London borough councils are calling for increased devolved powers to share decision-making with the Greater London Authority using a Combined Board model similar to Manchester and the West Midlands. Councillor Claire Holland argues the model would enable more efficient decisions and get funding to local areas more quickly. Current collaboration between boroughs and the GLA is voluntary and has supported schemes such as the Warmer Homes Programme, but voluntary arrangements can delay action. A GLA report warned that adding borough decision-making risks excluding parts of London, would be unmanageable across 33 authorities, and could weaken transparency and accountability.
