London Councils represents the 32 boroughs and the City of London and reports a combined funding gap of £1bn this year, rising to £4.7bn by 2028-29. Boroughs seek extra funding to cover the statutory cost of housing homeless residents in temporary accommodation, more transport infrastructure to unlock new housing projects, and new fiscal powers to generate local income. Havering exemplifies the strain, having closed libraries and borrowed £88m to balance its books, sustained only by Exceptional Financial Support permitting further borrowing. Councils also face ongoing pressures from adult and children’s social care costs and stalled housing developments.
