Harrow makes free parking scheme permanent

Harrow Council has made its free parking scheme permanent, offering at least one hour of complimentary parking in 13 council-run car parks and all on-street pay and display bays. The initiative, which began in 2022 for on-street parking and expanded to most council car parks in 2023, was initially projected to cost approximately £1 million annually in lost revenue. The council reports the scheme has generated significant positive impact on footfall across the borough. Council leader Paul Osborn emphasizes Harrow's distinction as the only London borough offering such extensive free parking. Resident surveys indicate awareness of the offer encourages local shopping, and business groups report measurable benefits. Over 10 million free parking sessions have been utilized since implementation.
