The draft Local Plan proposes demolishing the Hammersmith Flyover and replacing it with a tunnel to reconnect communities and free land for development. The flyover opened in 1961 to reduce traffic but later cut off Hammersmith Town Centre from the River Thames, severed the Victorian street pattern and generated large amounts of gyratory traffic. Councils' Local Plans set strategic priorities, policies and site allocations for infrastructure, housing and transport. The draft will enter a statutory regulation 18 consultation pending Cabinet approval on October 13, followed by a second consultation next summer and submission for examination, with adoption targeted for November 2027 to run until 2042. The 357-page draft outlines demographics, a vision and strategic objectives including affordable homes, climate action and town centre support, and directs most growth into four regeneration areas.
