Dublin City Council built fewer than half the homes it was meant to over past three years

Dublin City Council (DCC) reported that in three years, only 2,341 of the targeted 4,800 homes were constructed, achieving just 49 percent of its goal. Yearly progress has fallen short of expectations, with only 613, 759, and 969 homes delivered in 2022, 2023, and 2024 respectively. With 235 homes completed in 2025 thus far, DCC aims for more substantial construction from 2025 onwards. Mick Mulhern acknowledged slow performance due to capacity issues but expressed optimism for future targets. Councillors voiced concerns about DCC's declining role in city housing development.
The slow start in 22, 23 and 24 were due to a variety of reasons around resourcing and capacity in the sector ... but I think the ship is moving, and I think we will exceed our 25 and 26 targets.
