Harrow Council implemented a towing scheme on 7 October and has impounded 36 cars in its new facility. Drivers must pay an additional £280 on top of the existing Penalty Charge Notice to retrieve a towed vehicle, and face a further £55 daily charge if not collected within 24 hours. Drivers must provide details to allow investigation of other unpaid fines, and unpaid recovery charges could lead to loss of a parking permit. As of 20 October, 23 drivers had paid in full. PCNs typically start at £90, can rise to £160, and may be reduced by 50% if paid promptly.
