A resident was scalded by boiling water after a pipe burst on the Lillington and Longmoore Estate in December 2024. The communal heat network is provided and maintained by Westminster City Council, though the council said the leak was from a commercial supply and not part of the Pimlico District Heating Undertaking (PDHU). The resident suffered burns, peeling skin, ongoing scars and mental distress, and is suing Westminster City Council for compensation. The PDHU supplies more than 3,200 homes with hot water from an energy centre at Churchill Gardens through underground pipes. Councillors say the pipework is old, built into concrete, and at the end of its design life; the council plans to replace the system after choosing a preferred heat supply option. Another resident reports persistent leaks and floods in her flat for a decade.
