Until then, residents would take their rubbish and recycling to the bin room as and when they needed to. On collection day, the concierge would put these bins on to the pavement for refuse workers to empty each week."
Loic Fremond lives in London and experiences both nightlife noise and frequent rubbish stench. Pavements near his home are often littered with bin bags torn open by vermin. The communal bin room in his Tower Hamlets building was closed by council request eight months ago. Residents are now instructed to leave bags on the pavement for twice-daily collection instead of using the bin room. Collections are frequently missed, leaving rubbish on pavements overnight and into the following day. The summer heat exacerbates foul smells. Other London boroughs also require pavement bag placement while many councils outside London use flexible approaches.
