Henry Morgan, 61, was involved in a fatal collision with a pedestrian on Uxbridge Road in west London on 28 February 2025 while overtaking a bus on an illegally modified e-bike. The pedestrian, a man in his 60s, died from a head injury on 2 April. Although Morgan faced criminal investigation, he was not charged with causing the death. He admitted to driving without a licence or insurance, using an illegally enhanced e-bike, and failing to wear protective headgear. District Judge Michael Snow banned Morgan from driving for six months and fined him £240, while expressing concern about modified e-bikes reaching dangerous speeds of up to 27mph—nearly double the legal 15.5mph limit—and their threat to London road users.
