The Los Angeles Police Department sent employees to Israel on at least nine occasions over the last decade to train with Israeli counterterrorism experts. Since 2014, 18 employees traveled to Israel at a total cost of $87,000. LAPD personnel also traveled to Italy, France, Mexico, Thailand and other countries for seminars, conferences, and Olympic preparation. The Police Commission's Office of the Inspector General examined 117 foreign training activities involving 243 employees and found no system to track who trained with foreign agencies or to document lessons learned, meetings, or adopted tactics, leaving claimed benefits unverifiable due to sparse records.
