Suggestive gestures, noises and graphically obscene remarks constitute widespread verbal sexual harassment in public and remain a common experience for many women. Germany's 2016 sexual offences reform criminalized non-consensual sexualized touching such as groping but did not criminalize unwanted sexualized speech or non-verbal conduct. Insult provisions under Paragraph 185 of the Criminal Code (StGB) protect personal honor but are rarely applied to sexualized remarks. The center-left SPD identifies a legal gap and argues for punishment of clearly unwanted, substantial and targeted verbal or non-verbal sexual harassment. Government ministries and conservative lawmakers say they will examine concrete reform options.
