Governor Gavin Newsom signed AB 847 to expand access to confidential law enforcement personnel records for civilian oversight boards and commissions during misconduct investigations, effective Jan. 1. Los Angeles County advocates and the Civilian Oversight Commission supported the measure after months of pushing, citing efforts by some sheriff's departments to limit access to sensitive records. L.A. County Civilian Oversight Commission chair Hans Johnson described the development as vindication. The Sheriff's Department said the law provides clarity to a longstanding legal issue and pledged to work with County Counsel, labor representatives, and the COC on implementation. Some law enforcement unions and advocacy groups criticized the law.
