Anthony Lowe, a double amputee, was shot while holding a long-bladed knife after police say he had just stabbed another person and attempted to flee. District Attorney Nathan Hochman said prosecutors did not believe they could prove criminal charges at trial and emphasized the difficulty of scrutinizing deadly force. The D.A.'s report characterized the incident as a tragic series of events and noted Lowe may have been suicidal and experiencing a mental break. A wrongful death lawsuit was filed on behalf of Lowe's family.
