A preliminary injunction extends an earlier restraining order and requires federal immigration agencies to permit legal visitation at the B-18 processing facility in downtown Los Angeles seven days a week. Lawyer visiting hours at B-18 have been repeatedly closed without notifying attorneys, and officers have allowed doors to remain open during confidential attorney-client meetings, denied meetings, prevented free confidential phone calls, and transferred detainees to locations that do not permit lawyer visits.
