"During the Oct. 21 traffic stop that happened shortly after Parias left his home, officials alleged Parias, known on TikTok as Richard Noticias LA or Richard LA, drove his car into law enforcement vehicles and tried to get away, the Department of Homeland Security said previously. DHS officials also alleged Parias was an undocumented immigrant who previously escaped custody and that's why they tried to pull him over."

The dismissal rested on findings that Parias was denied timely access to counsel while held by U.S. Immigration and Customs Enforcement and that the government failed to provide pretrial discovery materials, including body-worn camera footage, to the defense. During an Oct. 21 traffic stop, federal officers alleged Parias drove into law enforcement vehicles, attempted to flee, and that officers fired, striking Parias and ricocheting to injure a deputy marshal. Parias is a Spanish-language TikTok reporter previously recognized by a Los Angeles councilmember.
