A Communications Assistance Unit (CAU) formed in July 2002 and exigent letters began in March 2003 with telecom onsite assistance contracts from 2003–2004. Operation W NSL was signed in February 2005 and tracker database efforts occurred. FISA accuracy procedures were adopted February 2006 and the PATRIOT extension with Section 215 guidelines arrived March 2006. Multiple blanket NSLs and Section 215 orders occurred in 2006, followed by internal emails, policy changes at Company B, and cancellations of services. IG findings in March 2007 described illegal or improper NSL use from 2003–2005, prompting new FBI guidance and oversight actions through 2008.
