Tony Shervaughn Phillips, 44, was arrested after physically assaulting a San Francisco police officer in Mayor Daniel Lurie's security detail. Court records reveal Phillips was at an intersection he was legally ordered to avoid in August following drug paraphernalia charges. He had been cited or arrested three times for violating this order in seven months. At the time of arrest, Phillips had five open cases involving illegal squatting, drug paraphernalia possession, and loitering with intent to commit drug crimes. He has never voluntarily appeared in court for any open cases, only appearing when brought by sheriff's deputies from jail. Phillips has been criminally charged 17 times in San Francisco since age 19. The district attorney's office seeks to keep him in custody, citing clear and convincing evidence of threats to cause great bodily injury.
