An autistic man in his 30s was assessed by Southwark Council as needing 24/7 care, requiring two carers at home and three carers in the community. He lived with at least two carers present and the front door locked from July 2012 to December 2022. He was often stopped from entering the community because of concerns about his behaviour and was physically restrained at times by untrained staff. His mother reported he was scared, isolated, traumatised, emotionally distant and unable to trust. Human rights lawyers investigated after repeated safeguarding concerns, and Southwark Council later agreed a £125,000 settlement which was approved at a High Court hearing.
