That decision, also labeling the "international LGBT movement" as "extremist," effectively banned LGBTQ+ activism in the country."
"Shortly after the Supreme Court's ruling in 2023, which also declared the rainbow flag to be a forbidden symbol of the "LGBT movement," several convictions were obtained based on the designation, including one for a woman who wore rainbow earrings in a cafe and another for an individual who published a rainbow flag on a social media page."

Russia's St. Petersburg City Court has designated Coming Out, a major LGBTQ+ advocacy group, as extremist in a secret trial, representing the first documented case under the country's 2023 Supreme Court ruling that banned the international LGBT movement. The ruling, which also declared the rainbow flag a forbidden symbol, has already resulted in convictions for individuals wearing rainbow earrings and posting rainbow flags on social media. Coming Out provides legal and counseling services to LGBTQ+ Russians from abroad. Despite the designation, the organization stated it would continue operating, having prepared security measures and sustainable work formats. Two other advocacy groups currently face similar lawsuits.
