A legislative subcommittee in Iowa voted 2-1 to expand restrictions that previously barred instruction on gender identity and sexual orientation through sixth grade to cover kindergarten through 12th grade. The 2023 law, signed by Gov. Kim Reynolds, is being challenged as unconstitutional but remains in effect while litigation proceeds; it originally also ordered removal of school library books that depict "sex acts." The proposed bill would bar public and charter schools from providing any program, curriculum, test, survey, questionnaire, promotion or instruction relating to gender theory or sexual orientation. The measure drew support from Republican Sen. Sandy Salmon and opposition from Democratic Sen. Molly Donahue, who characterized the effort as a distraction.
