"Before an athlete can compete in high school sports, they have to have a physical. And on that physical - and you'll find that in my testimony - the pediatrician, the nurse practitioner gives a full body physical to that athlete. So, there would be, of course, dignity and no questions, but just like we look at age and other things when they're questioned...it's done in the same way. Just pull the form out, look at the form, and we'll determine is it a boy or is it a girl."

Maryland lawmakers debated HB 63, a proposal to ban transgender girls from competing on girls' varsity and junior varsity high school teams. The bill's sponsor described determining eligibility through preparticipation physical exams and medical forms, saying pediatricians or nurse practitioners complete full-body physicals and coaches could reference those forms to decide sex. The bill currently contains no enforcement language. A lawmaker asked how gender disputes during competition would be resolved. The sponsor said coaches would have access to medical records and that eligibility disputes would be handled with respect and dignity.
