"Since June, the Mi SELA Youth Center in the City of Bell has been the target of an individual - now identified through recently installed surveillance cameras - regularly lobbing the feces above the center's entrance. On Wednesday, Mi SELA held a news conference with local officials to share the footage and announce that they had identified the perpetrator. But cops say there's not much they can do about it."

"The news conference was held as volunteers, yet again, cleared dozens of bridgeable bags of poop from the center's awning, in what's become an unfortunate weekly ritual. Velasco confirmed that officers made contact with a subject on Wednesday morning, but police are taking a "don't call him, he'll call us" approach. "We are awaiting a phone call from the person depicted in the video, so that we can further gain [understanding of] what the mindset is and what exactly is going on," Velasco explained."

Police and prosecutors maintain the actions fall under littering, noting a citation requires an officer to witness the act and prosecutors say the behavior does not meet the threshold for criminal prosecution. Officers made contact with a subject and are awaiting a phone call from that person. Volunteers continue weekly cleanups, and center leaders say the legal gap leaves youth vulnerable to ongoing harassment.
