The pause is linked to a regulatory tax agreement secured by the owner in June 2023, intended to fund repairs and address more than 3,000 code violations. Residents reported dangerous conditions such as mold, collapsing ceilings, cracked walls, and rodent infestations, and attorneys said some eviction charges involve issues tenants already paid or are covered by vouchers. Legal Services NYC said it worked with city agencies to secure the freeze while advocates press for compliance with the regulatory agreement.
