Senators Marsha Blackburn and Peter Welch introduced the Visual Artists Copyright Reform Act of 2025 (VACRA) to simplify copyright registration for photographers, illustrators, and graphic artists. VACRA raises the group registration cap for photographs from 750 to 3,000. VACRA creates a deferred examination option allowing artists to delay full registration until examination is requested for half the typical registration fee while preserving enforcement rights from the deferred-registration date. VACRA establishes annual subscription-style "all-you-can-eat" registration options for certain works. VACRA authorizes private-sector third-party registries approved by the Copyright Office to accept electronic deposits until the Office modernizes its deposit system.
