The U.S. will pursue more assertive offensive cyber operations against adversaries while simultaneously strengthening defensive cybersecurity measures. Offensive cyber is considered an important tool that will be used alongside traditional blocking-and-tackling defense efforts. The NSA, U.S. Cyber Command and other entities are legally authorized to conduct clandestine intrusions into adversary networks, and lawmakers argue current tactics have not sufficiently deterred some adversaries. Artificial intelligence tools can accelerate scanning, detection and mitigation of vulnerabilities; a DOD-led competition showed models patched code flaws in about 45 minutes on average. Sean Plankey, the nominee to lead CISA, was identified positively to head defensive efforts. CISA is tasked with defending against cyber and physical threats.
