Major foreign funding sources included Qatar, the United Kingdom, Switzerland, Japan, Germany and Saudi Arabia. Universities receiving federal funds must disclose foreign gifts and contracts of $250,000 or more annually. The Department has opened four investigations under Section 117 into Harvard, the University of Pennsylvania, UC Berkeley and the University of Michigan for alleged inaccurate or untimely disclosures. The data is available via an online portal.
