The board accepted his resignation, expressing surprise and disappointment. Prior to the resignation, Carter had received positive evaluations and raises, including a 4.5 percent increase in August that brought his base salary to $1,189,733 plus potential bonuses. Carter previously served as president of the University of Nebraska and superintendent at the U.S. Naval Academy.
