The Trump administration offered a Compact for Academic Excellence to nine universities, requesting major reforms to admissions and hiring, institutional neutrality, caps on international enrollment, and restrictions on criticism of conservatives. Most campus leaders publicly acknowledged receipt and said they were reviewing the proposal but did not immediately endorse it. Kevin P. Eltife, chair of the University of Texas Board of Regents, responded positively and expressed willingness to work with the administration. Dartmouth president Sian Beilock rejected the compact on grounds of defending academic freedom and institutional independence. USC's interim president gave a noncommittal response, citing consultations with stakeholders.
