This reform would allow for increased state borrowing, notably exempting defense expenditures from the constitutional debt brake. The plan establishes a dedicated fund of 500 billion euros for infrastructure, with 100 billion allocated for climate and economic transformation. Political leaders have expressed their views, asserting that this reform positions Germany to enhance its defense capabilities and stimulate its economy in the wake of various global challenges.
"Germany is back," said Merz, announcing the agreement on debt reform. "It is a clear message to our partners and friends, but also to our opponents, to the enemies of our freedom: we are capable of defending ourselves and we are now fully prepared to defend ourselves."
Klingbeil stated, "We have laid the foundation for Germany to get back on its feet and protect itself," emphasizing the historic significance of the debt reform package.
