Bavaria has given official approval to its first three cannabis clubs, allowing non-commercial associations in Rosenheim, Bad Kissingen, and Freising to cultivate and distribute cannabis. This decision, mandated by legal constraints, reflects ongoing tensions over the legalization of cannabis in the socially conservative state, known for its strong opposition to cannabis use. Health Minister Judith Gerlach emphasized that while permits were granted, they do not equate to immediate distribution rights and stated that the clubs will face stringent scrutiny despite the approval. The state’s conservative leadership aims to repeal legalization altogether.
The legalisation of cannabis use in Germany remains controversial, and perhaps nowhere more so than in the socially conservative "Free State" of Bavaria.
Bavaria exercised its state authority to ban cannabis use at beer gardens, public festivals, and other public spaces soon after legalisation passed at the federal level.
