Who can actually use Berlin's online 'Anmeldung' portal?
Briefly

Berlin launched an online portal for address registration in October 2022, aiming to streamline the process for residents. However, less than ten percent of necessary registrations were completed online in the subsequent months. The digital system excludes many foreign residents, leading to significant frustration and inefficiency. Appointments at citizens' offices are scarce, leaving some residents waiting weeks or traveling across the city for in-person meetings. Only 25,736 out of 278,127 registrations were processed online from January to May of the following year, indicating low utilization of the system.
Since the introduction of digital registration services last autumn, less than ten percent of people who needed to register or change their address in Berlin have done so online.
Berlin launched a digital process for registering and deregistering residences in the capital city last October, which was intended to make the process easier and significantly reduce the strain on the city's administrative offices.
One significant problem with the new digital system is that it doesn't actually work for everyone - including a large portion of the city's foreign residents.
Of 278,127 registrations completed citywide from January to the end of May this year, only 25,736 were completed online, according to the Tagesspiegel.
