Less than 100 days into his chancellorship, Friedrich Merz opened the multi-day conference of all 230 German ambassadors in Berlin and delivered a keynote on German foreign policy and its future significance. He met the assembled ambassadors for a background discussion. Merz depicted a shifting world order in which formerly firm convictions are changing almost daily. He warned that the liberal world order is under pressure from many sides, including within the political West, and described a new systemic conflict between liberal democracies and an axis of autocracies led by China and Russia. The government recognized past complacency about distant conflicts and called for renewed attention to global threats.
