Chancellor Friedrich Merz expressed skepticism about the new voluntary military service model his government agreed in August. The bill aims to allow the Bundeswehr to recruit additional personnel and proposes incentives for young recruits, while not reinstating compulsory service for now. Conscription remains enshrined in the constitution but was suspended in 2011; reinstatement would return to a men-only draft, so the new questionnaire will be mandatory for men only.
