The Play Store includes a hidden list showing every app ever installed with the account that isn't currently on the device. Open Manage apps & device, go to Manage, tap the "This device" box, and switch the view to show apps from past devices or specific other devices. Tap any app to open its app page and reinstall individually, or check multiple boxes and use the downward-facing arrow to install selected apps in bulk. The Play Store web settings also list all devices tied to the account. Use that settings page to declutter by selecting and removing old or unused devices.
