"Let's be clear, the arts and culture subsidies at hand are relatively small but have outsize impact. The CNC's 850m in annual subsidies to French cinema amount to about 12.50 per person or roughly one movie ticket a year for each of France's 67 million citizens. For that, France the birthplace of cinema itself continues to boast one of the world's most vibrant independent film industries."
Sebastien Chenu of the National Rally argued that box-office success should determine film quality and proposed abolishing the National Cinema Centre (CNC). The CNC subsidises most of France's film industry with about €850m annually, roughly €12.50 per person, supporting a vibrant independent film sector. The proposal represents a shift toward market-driven cultural policy that could favor big commercial franchises over artisanal and independent cultural production. The change could also undermine music quotas, cultural promotion abroad, and other targeted supports that sustain France's cultural influence against larger global media players.
