"I have held confidential talks with the French president about European nuclear deterrence,"
"in order to see how we can articulate our national doctrine -- which is guaranteed and controlled by the constitution -- with special cooperation, common exercises and common security interests with some key countries"
"This is exactly what we are doing for the first time in history with Germany,"
Confidential talks occurred between German and French leaders about European nuclear deterrence at the Munich Security Conference. Germany cannot acquire its own atomic weapons because of treaty obligations and has historically relied on the US nuclear umbrella through NATO. Germany has indicated openness to France extending its nuclear deterrent presence in Europe. France is engaging with a small number of European leaders to align its constitutionally guaranteed national nuclear doctrine with special cooperation, joint exercises, and shared security interests. France and Germany are initiating unprecedented nuclear-security cooperation in response to concerns about transatlantic assurances.
