France's Cour des Comptes criticized chronic underinvestment in the Louvre's security systems and labeled the pace of equipment upgrades as woefully inadequate. Auditors found the museum prioritized visible and attractive projects over maintenance and renovation of buildings and technical installations, especially those related to safety and security. Thieves used a lift truck to reach a window and stole royal and imperial jewels estimated at 88 million euros from the Galerie d'Apollon. Museum management accepted most recommendations while saying recent upgrades were overlooked. Culture Minister Rachida Dati ordered anti-intrusion barriers, a dedicated security directorate and governance restructuring, and the Louvre board convened an emergency meeting.
