Serge Blanco, a 67-year-old former French rugby star and businessman, announced a bid for mayor of Biarritz, citing a breakdown in trust between residents and the town hall and weakened neighbourhood cohesion. Blanco was born in Caracas, moved to Biarritz at age two, played his entire career for Biarritz, and earned 93 caps for France with 38 tries, a record until recently surpassed. He has held roles as club president, head of the French Rugby League body, and vice-president of the French Rugby Federation. Blanco frames his candidacy as defending the city rather than pursuing a political career. Local elections in Biarritz occur in March.
