The program will start with 3,000 youth to be selected next summer and will gradually increase to 10,000 per year by 2030."

The program will begin with 3,000 youth next summer, rise to 10,000 per year by 2030, and aim for up to 50,000 per year by 2035 depending on global context. Volunteers will hold military status, receive wages and equipment, complete one month of training, then serve nine months performing the same missions as active personnel before joining the military reserve or pursuing civilian careers.
